The city of Loomis went through several incarnations before incorporating and staying with the name that honors one its original pioneers, James Loomis. Originally the Placer Post Office back in 1850, it became Smithville, Pino, and settled on Loomis in 1890. After losing its downtown to a fire in 1915, Loomis rebuilt with brick structures, many of which remain today.
It was a town based on the Southern Pacific Railroad, and became a city in 1984 to avoid annexation by Rocklin, and losing its small-town atmosphere. The town motto is "A Small Town is Like a Big Family". It sits in the Placer County foothills, and strives to maintain its rural character by preserving historic areas and encouraging agriculture and equestrian farms. Interstate 80 divides Loomis into the northern commercial and industrial side and the southern rural/residential area. Downtown Loomis was included in a town master plan back in 1992 to make it into a pedestrian-oriented commercial village, with sidewalk cafes, benches, small boutiques, and restaurants.
The town's plan set out to encourage primarily large-lot residential communities, some smaller areas for young families and retirees, and select gated residential communities. While there are the usual commercial services, the majority of the town is made up by small ranches, animal farms, and horse farms. Many creeks meander throughout the residential areas, and provide scenic trails that are used for walking, biking, and horseback riding. This has largely remained a part of the charm of Loomis.
